The Ministry of Energy has published the list of beneficiaries accepted in the ElectricUp program (in RO). There are 1,642 companies, compared to the 1,737 declared eligible at the end of last year. On the other hand, in November, only 1,430 companies knew that they would receive financing, the rest remaining outside the budget of 476 million lei approved for this session. However, the sum of the approved budgets communicated now indicates a total budget of over 540 million lei.
There is a deadline for submitting appeals – 5 working days, starting with the day after the communication of the authority’s decision (February 22, 2022). Following the appeals stage, the list of admitted or rejected applicants may be changed.
The companies admitted at this moment will receive on average about 329,000 lei each. There are 56 companies that obtained the maximum score (100 points), compared to 53, in November, before the first stage of appeals. All of them requested and received amounts close to the maximum ceiling – 500,000 lei. In total, there are 675 investment projects worth over 400,000 lei. In other words, almost 60% of ElectricUp’s budget will go to them. Small projects, under 150,000 lei, are less, only 186 from the list of those presented by the Ministry of Energy.
ElectricUp is a financing program for small and medium-sized enterprises and in the field of HORECA launched on December 4, 2020, to support the installation of photovoltaic panel systems, as well as charging stations for plug-in hybrid electric and electric vehicles.
About 40% of the companies come from the HORECA sector, while the rest are small and medium enterprises. Cluj County has the best acceptance rate for registered projects, followed by Bihor, Ilfov, Argeș and Constanța. Most accepted projects come from Bucharest, Cluj-Napoca, Oradea and Arad.
The ElectricUp finances the installation of photovoltaic panel systems for the production of electricity with an installed power between 27 kWp and 100 kWp, as well as recharging stations of at least 22 kW for electric vehicles. and electric hybrid plug-in, up to 100,000 euros per beneficiary.

The evaluation methodology favored (with 5 points out of 100 possible) the projects in which the own contribution was of a minimum 20% of the amount necessary to obtain the total installed power. The inclusion of storage capacity was also scored positively (five points). For production facilities that provided for the grid injection of the entire amount of electricity produced, the score received was zero, while a mixed-mode of use, private and public, was rewarded with 5 points.
Between December 4, 2020 and February 3, 2021, 2,536 companies signed up for the program, but the evaluation of projects started only on April 9. The Ministry of Energy says it will supplement the ElectricUp budget and launch a new registration session soon.
Large companies in the energy services sector, such as ENGIE Romania, Enel X Romania, E.ON Romania, but also smaller players, such as Simtel, have been involved in filing files in this program and implementation is expected to start quickly.
