The energy industry in Romania needs a national strategy as a landmark for shaping policies at corporate and sectorial level. Professional associations, together with experts from companies and academics, are open to dialogue and ready to support public authorities with analyses, case studies and concrete proposals for defining Romania’s energy strategy. Leading representatives of all energy sectors and government officials presented their views in front of the Government officials at the Energy Strategy Summit, on June 4, at Busteni.

Organized by energynomics.ro, Energy Strategy Summit brought together over 120 participants and was supported by 23 top speakers from companies and regulatory bodies with responsabilities in the energy sector.
The key objective of Energy Strategy Summit was to draw the essential lines for the future Romanian national energy strategy as they result from a wide consultation of the high level private and public stakeholders in the Romanian Energy Sector. The speeches and all the debates were fully and LIVE broadcasted on energynomics.ro.
In the near future, energynomics.ro team will work on drafting the Summit report which will be officially delivered to the Government for taking them into consideration when drafting the national energy strategy. The key statements will be published and put into discussion by all channels of energynomics.ro communication line (website, magazine, own events).
For opening the day and stimulating the dialogue there were Mihnea Constantinescu, Ambassador at large, Special representative for Energy Security of the Romanian Government; Mihai Albulescu, secretary of state within the Energy, SMEs and Business environment Ministry.

A useful approach in the construction of Romania’s energy strategy is to take into consideration the following pillars: strengthening oil sector, strengthening the authorities, reducing environmental impacts, research and innovation. […] At the same time, Romania has 299 coal deposits and their exploitation is essential in crisis, being located close to the beneficiary. As about the actions that the Agency is currently carrying out, we work with operators on updating the lagislation of the sector, and cooperate with the Ministry of Finance for the new royalty package.

There is a will for increased production in Romania and for better use of the resources of the country. In the oil and gas business, uncertainty is part of everyday operations. Holders of the Black Sea concession titles consider that the investors take all the risks and all the costs, and without stability in regulation, things will not evolve in terms of exploitation and infrastructure construction in order to market these resources.

The investment climate should be extremely attractive because Romania competes with other investment destinations. Therefore, the Association welcomes the abolition in the new Tax Code of the various taxes that burden our activity, eg. the special construction tax.

Without any question, a revitalization of exploration in Romania is much needed. Now, only about 16% of the depositary of the basement is analyzed by 3D imaging, while the remaining 84% can provide pleasant surprises. Therefore, we support the granting of new concessions. In exploration we have a well developed legislation, but interpretation of the legislation differs from authority to authority. Regarding the gas supply to the economy, the problem of storage must be the first priority of the strategy.

To limit Hidroelectrica to produce only for the domestic market means we have to accept the disappearance of other producers. If we allow the cheap hydropower for exporting, some will say that we let only the expensive energy for local consumers, and they see it as a matter of morality. However, the hydropower reaches the end user still expensive because of the distribution and transmission tariffs. A possible solution could be to liberalize the distribution.

Heat can not be interconnected, it is a local market and this is precisely why we don’t find it in the documents issued in connection with the European Energy Union. An imbalance in the gas market causes imbalances in the heat market. […] About bonus schemes, we had an incentive scheme for high efficiency cogeneration and with its help there were installed around 200 MW.

We should focus on rebalancing the market. There are many small producers who barely afford to pay the basic costs. However, I think things will evolve well. Perhaps some projects will be taken over by banks. The proper strategy plan to leave the awarding of an important role of renewable energy and to draw on other resources as back-up.

The more renewable sources enter the system, the better is served the pumping storage power plant in Tarniţa. Although Tarniţa hydropower is not a production central, as a net energy consumer, we must take into account the fact that in 5-10 years many coal and gas producers will be eliminated out of the system and that will require a rebalancing of the system.
