Thermonet has been designated by the municipality of Suceava, following negotiations, to ensure transmission and distribution of heat in the municipality, replacing Termica SA, a company that went bankrupt, said the mayor Ion Lungu, announcing that it will be necessary a price increase for the heat unit (Gcal).
Mayor Ion Lungu announced, Wednesday, that in negotiations to establish the operator of heat transmission and distribution network in Suceava participated Veolia Bucharest, Thermonet SRL Suceava, a joint-venture between Adrem Invest Bucharest and Elsaco Botoșani, and Transagent SA Suceava, the latter being a company founded by the municipality, according to Mediafax.
He noted that in negotiations Veolia has proposed a price of 267.47 lei/Gcal, reduced to 207.9 lei, but that the company was disqualified because of conditions that exceed specifications. Thermonet proposed an initial price of 191 lei/Gcal, reduced to 180 lei, and Transagent proposed 147.48 lei, but the winning bid was the one made by Thermonet since it had higher scores concerning technical conditions.
The mayor said the company will begin to operate at the earliest on 13 October, after this negotiation will be approved by the Local Council of Suceava, but it will start talks with this company to prepare for the takeover of responsibilities and for the winter season.
However, Ion Lungu announced that it will be necessary to increase the price of Gcal provided through centralized district heating for household, from 185 lei at present to 234 lei. He explained that the municipality currently provides a subsidy of 132 lei per Gcal and wants it to remain at the same level.
The increase of price for Gcal delivered to population must be approved by the City Council. In June 30, Suceava Court decided to permit bankruptcy for the district heating firm of Suceava City Council, Termica SA, a company in insolvency since 2013. Termica SA can ensure transmission and distribution service for 90 days after bankruptcy. In early 2015, Iași Court of Appeal Iași and Suceava Court of Appeal decided to cancel the program of reorganization.
Total debt of Termica rose, at the starting date of insolvency, at 45.9 million lei, of which most part, 26 million lei, is owed to Unicom Holding for coal deliveries, but these have doubled.
Suceava households get their centralized heating, since November 2013, from the new cogeneration plant based on biomass, an investment of Bioenergy Suceava, with Adrem Invest as shareholder. Today, almost half of all households in Suceava, about 20,000, are connected to the centralized heating system.
