We continue the extensive presentation of the Energy Evolution 2015 nominations with the Energy Efficiency category. During the Gala on December 3, only one of the projects below will be awarded. However, each of the companies and all the people involved in these projects deserve our respect and the widest promotion possible.
Elsaco Electronic
Cogeneration plant for Chimcomplex
The Thermoenergy Projects Division within the company Elsaco Electronic SRL has successfully implemented, for the beneficiary Chimcomplex SA Borzeşti (the city of Onești, Bacău County), a complete plant for the production of electricity and heat in cogeneration, with a capacity of 7.68 MWe – electrical power and 11.7 MWt – thermal power, using natural gas as fuel. The project, worth approximately EUR 14.35mln, was implemented within the Sectoral Operational Programme “Increase of Economic Competitiveness” (SOP IEC), co-financed through the European Regional Development Fund (ERDF). The cogeneration plant is necessary for the beneficiary to ensure energy required for consumption, especially in its production processes, in conditions of maximum energy efficiency.
The new cogeneration power plant consists of:
- an industrial gas turbine Kawasaki, equipped with electric generator (7.68 MWe)
- a boiler for heat recovery from flue gases discharged
- a SCADA system for monitoring and control of technological processes
- all the other necessary auxiliary equipment for power supply 6/0.4kV, gas supply (via a screw-type compressor), combustion air supply/cooling etc.

Energy in childhood schools
The project “Energy in childhood schools” was implemented during May – September 2015 in 11 schools in 7 counties of Moldavia and Transylvania, totaling over 7,000 beneficiaries, children and teachers. The schools included in the project were selected together with the county school inspectorates, selection criteria being the lack of modernization of lighting sources in the past five years and the difficulties to ensure, in the long run, resources for paying high energy consumption.
Upgrading lighting systems meant the acquisition and installation of 6,000 luminaires and about 15,000 LED tubes. The total amount invested by E.ON Romania was approximately EUR 600,000.
LED technology provides a considerable energy saving, consumption being about 50% lower than fluorescent lighting and 80% lower than the conventional lighting, with incandescent bulbs. At the same time, the average lifespan of LED tubes is between 40,000 and 70,000 hours, compared to 15,000 hours lifetime of neon fluorescent tubes and 750 hours for traditional incandescent bulbs.
Luxten Lighting Company
Efficient systems, solutions and technologies for public lighting in Drobeta Turnu Severin
The energy efficiency project is part of the Program of rehabilitation and modernization of public lighting in Drobeta Turnu Severin and aimed at modernizing and optimizing the technical and functional parameters of the public lighting system in the project area.
The project is a replica of the concept implemented in Bucharest in 2014. The novelty is the implementation of a mixed sodium-LED lighting solution and tests the capacity to adapt and replicate the concept in the specific conditions of a budget and lighting infrastructure in a city in the country with a distinct administrative and financial context compared to the Capital.
Target of the project: obtaining energy efficiency greater than 25% compared to the existing situation.
Indicators of the project:
- Energy saving – 81.28 MWh/year
- Reducing carbon dioxide emissions – 144.55 t CO2/year
- Energy efficiency – 30.86%
Unicmar New Energy
Energy independence at Ocna Mureş technological high school
After discussions with the leadership of Ocna Mureş technological high school on reducing thermal and electrical energy costs and reducing pollution in the environment, the project of infrared heating and photovoltaic system was started.
So far, a transition was made from conventional heating based on gas to heating with infrared panels of the High School, together with the gymnasium, following to realize the photovoltaic system of about 100 kWh and energy storage at night, to give a complete energy independence and direct the surplus power to other public institutions. The funding for the work was partially allocated by Ocna Mureş Municipality, followed to access an EU funding program for the acquisition of the PV and energy storage systems.
The objective is to reduce costs with thermal energy and electricity from other renewable energy sources, while aiming to reduce the impact on the environment.
Technical University of Cluj-Napoca UTCN
Empower Your Building Efficiency, towards nZEB
The Technical University of Cluj-Napoca has launched and implemented a holistic investigation project for increasing energy efficiency in the 32 buildings of the University, with a total area equivalent to 108,397 square meters, reflected by an annual utility bill (electricity and gas) of 1,490,775 euros/year (28.26 GWh/year) for the last year and a specific average consumption of primary energy of 330 kWh/sqm*year.
It all started with an interdisciplinary engineering team, consisting of 11 specialists from the UTCN, along with 44 students from the faculties of engineering (nominal list attached) of the University (Energy Management, Renewable Energy Sources, Installations, Civil Engineering, Architecture).
The approach consisted of energy audits on specialties and coordinated between them, namely the implementation of pilot solutions to increase energy efficiency, reflected as deliverable through a plan of efficiency solutions, realistic and attractive: an impact in 2015 at 10,840MWh/year energy savings, i.e. EUR 1,092,000/year savings of money; reducing the bill by 73%, amortization of the package in 7.2 years.
