The electricity bill of the household consumers will decrease by approximately 2.4%, following the reduction, with an average of 3,9%, of the Competitive Market Component tariffs (CPC) imposed by suppliers who have the responsibility of power distribution to these clients, announces a release of ANRE. The reduction is applied to the tariffs positioned between 0.2 and 0.3 lei/kWh. The new CPC tariffs are valid between 1st of April – 30th of June 2016.
“Given the fact that following the auction session organized on the PCSU (the centralized market for the universal service) for the second quarter of 2016, the condition of art. 35 para. (1) let. a) the methodology approved by Order no. 92/2015 was fulfilled, and the average closing price of the auction for the second quarter of 2016 was lower than the average closing price of the auction for the first quarter of 2016, during the meeting of March 30th, 2016, the reduction by an average of 3.9% of the CPC tariffs was decided, applied by suppliers of last resort in the second quarter of 2016 compared to those applied in the first quarter 2016. As a result, we estimate that the new CPC approved tariffs will lead to a reduction of about 2.4% in end-customer invoice, which benefit from the universal service (mainly household consumers)”, says the ANRE release.
The Gas and Electricity Law defines the Universal Service as the guaranteed service for supplying electricity to the household consumers and to the non-household consumers with a number of employees less than 50 and an annual turnover or a total value of assets in the balance sheet as reported annual tax, that does not exceed 10 million euros, to a level of quality and at reasonable, transparent, easily comparable and non-discriminatory prices.
The last resort suppliers ultimately apply in the bill for the final customers benefiting from the universal service a tariff for the active electrical energy called ‘competitive market component tariff’. According to the legal framework, ANRE may decide the endorsement of such tariffs during each trimester separately.
The regulator has recently issued a document to the editors of energynomics.ro, in order to clarify the mechanism of purchasing electricity from suppliers of last resort, as a result of an analysis that explains the distortions induced by this mechanism in end customer prices.
