The electricity supply of the 1,719 postal sub-units belonging to the National Company “Poşta Română” (CNPR) is provided by the suppliers of last resort (FUI) starting August 15, after three licensed suppliers declined the framework agreement originally agreed with CNPR, refusing to sign contracts with the institution, saying they are unable to support the offered tariffs, CNPR announced.
In this context, the Romanian Post says that it analyzes all the possibilities to solve this situation as quickly as possible and reserves the right to bring to court the three promising suppliers for unfulfillment of the provisions of the Electricity Supply Framework Agreement with a view to recovering any financial damages. According to the cited source, the supply of electricity to the postal subunits as of May 2016 should have been provided in accordance with the Framework Agreement concluded between the Romanian Post (as Promissory – Purchaser) and three licensed electricity suppliers (as Promissory – Suppliers), namely: SC Tinmar Energy SA, SC Elsaco Energy S.R.L. And E.ON Energie România S.A.
“The framework agreement was concluded for a period of 4 years, with 4 subsequent contracts, each for equal periods of time of 12 calendar months, and the subsequent contracts are awarded in cascade. Given that SC Tinmar Energy SA was ranked first on the basis of the evaluation of the received offers, the first contract for the supply of electric power was concluded with this supplier, ie the contract no 140/3119 / 23.05.2016, with entry into operation from 15.08.2016, the hours 00:00 and the deadline of 14.08.2017, 24:00 hours, a contract that was fully executed. Following the repeated requests initiated by the Romanian Post with each of the three Promising suppliers to conclude the second subsequent contract From 15.08.2017, each of them has formally submitted that they do not wish to sign this contract, due to the impossibility of supporting tariffs offered under the framework agreement concluded in 2016 due to changes in the electricity market,” reads the press release quoted by Agerpres.
In this context, the Romanian Post has informed the National Regulatory Authority for Energy (ANRE) about the impossibility of concluding a contract with any of the three competitive suppliers, requesting the regulator to order the ultimate suppliers (FUI) Consumption points of CNPR, starting August 15, 2017, 00:00 hours. “As of 15.08.2017, the postal sub-units were taken over by the suppliers of the last instance and, according to the provisions of the ‘Regulation for take-over by the suppliers of the last instance of the consumption sites of the final customers who did not provide the supply Of energy from any other source, approved by ANRE Order no. 12/2017 ‘, CNPR to conclude supply contracts with FUI until the conclusion of an electricity supply contract with a competitive supplier”, CNPR said.
