The Ministry of Environment, Waters and Forests issued the Order for the modification of the financing guide of the Green House Photovoltaic Program. The new changes avoid blockages in the process of installation and settlement of expenses, for the beneficiaries validated in the program, says the Ministry of Environment.
“The Green House Photovoltaic Systems program was a very good idea, but implemented with major deficiencies, in 2019. Upon taking office, we found this program in a total deadlock,” says Barna Tánczos, Minister of Environment, Water and Forests.
“Currently, out of the 12,650 contracts signed, only about 450 systems have been installed, for which settlement requests have been sent. The initial guide was thought to be so restrictive and limitative that most of the claims could not have been settled on its basis. Therefore, we decided to modify the financing guide, to make it more flexible, so that the beneficiaries can receive their money. Now there is no impediment for the execution of the works and the transmission of the settlement requests and we invite all the beneficiaries to complete this process,” added Barna Tánczos.
The Ministerial Order published in the Official Gazette on Monday, February 1, 2021, provides for the extension of the term in which the project must be implemented by 4 months (from 8 to 12 months, respectively the implementation term to be of 12 months.
At the same time, it is provided the regulation of the transfer of individuals between validated installers, based on the expressed option of the beneficiaries and to allow the installation of systems with higher power than requested by the funding application and approved by AFM.
According to the new provisions, it is allowed to modify the location by mounting the panels inside the property, and the settlement requests are submitted exclusively online.
