Starting from the projections assumed through the Green Deal, only 10 billion euros invested in photovoltaics would mean new capacities of 15 GW, estimated Adrian Moldovanu, Head of Business Development Romania, Greencells, during the 7th edition of the Energy Strategy Summit, an event organized by Energynomics. “The NBR estimated that investments in green projects could reach 60 billion euros by 2030. On the other hand, we look at the Modernization Fund, it has allocated the amount of 2 billion euros only for photovoltaics, the Just Transition Fund – somewhere at 1 billion euros, NRRP, AFM, Electrica and other government projects add another 1 billion euros… So somewhere around 4 billion euros would be only grants for photovoltaic projects, which would mean a very big incentive for investors and a real potential to reach a much higher target than those assumed”, he explained.
For 10 years, the Greencells group has been present in Romania, in photovoltaic projects. “Now there is a good outlook, a growing interest from investors and banks. The only brake is the still unharmonized legislation, and these funding guides – for example, on the Modernization Fund – which is active, but the projects are on standby, in the absence of the guide. We missed a first call for projects in June, we hope not to miss the one in December”, he added.
Moldoveanu added that the Greencells group is involved in agrivoltaic projects, in countries such as Italy or the Netherlands, “which are developing a new area of this segment – photovoltaics on agricultural land, without affecting agricultural production”. “Greencells is part of this project. We have a total of 350 MW in the pipeline, in advanced phases, in Italy. We are also interested in investing in Romania. Last year we issued a green bond on the Frankfurt Stock Exchange and raised 25 million euros for investments. We have a big appetite for Romania, but we see an inconsistency between statements and actions”, Adrian Moldovanu also said.
