Nagy-Bege (ANRE): Network losses in technological consumption in the Capital are almost double the accepted level

The reality shows that the losses from networks in technological consumption in the Capital are almost twice higher than the accepted level, said on Wednesday the vice-president of the National Energy Regulatory Authority (ANRE), Zoltan Nagy-Bege, in the Parliament.

“From the discussions with the representatives of the City Hall and Termoenergetica, we understand that the problem is that this energy balance reveals a normal level of technological losses that should be accepted, but the reality shows us that the losses in networks in technological consumption are almost twice as high. We have said that the level of technological losses to be seen in the balance sheet can be exceeded and other amounts of technological losses can be approved on the basis of a plan to reduce these losses.

We cameup with a plan and I suspect that the members of the General Council are sufficiently responsible to care if this plan exists, when they are asked to approve a different level of technological losses than the one provided in the balance sheet,” Zoltan Nagy-Bege said, according to Agerpres.

He stressed that another level of losses must be approved if deemed necessary. “What are the consequences? When the General Council approves the tariffs taking into account the recommended losses in the balance sheet, which are somewhere up to 20%, the result will be a lower level of tariffs,” the ANRE vice-president said.

As for the level of losses, he stressed that it “in the transmission system is of 29%, and in the distribution system – of another 10%.”

At the same time, Zoltan Nagy-Bege mentioned that an investment plan is needed to replace some pipes that generate some losses.

“About three weeks ago we approved the prices of heat production – local heat producers. At the same time, for producers who produce in cogeneration electricity and heat, high-efficiency cogeneration, annually, of course, we also approve the prices. Afterwards, the process continues with the establishment of network tariffs, distribution and transmission tariffs, in two major stages: each with two similar stages. Firstly an energy balance to be made by network distributors precisely in order to determine the technological consumption, the losses in the networks. When this document – the balance prepared by an energy auditor – is presented to the authority, the authority is obliged to issue an opinion for these losses calculations, notice with which the network operator goes to the city hall, to the local council, for approval of the balance sheet and technological losses,” explained the vice-president of ANRE.

He added that this phase of the process is important because “in calculating tariffs, a large part, a very important component is precisely the cost of these technological losses.”

“After the Local Council approves the balance and, implicitly, the technological losses, the network operators can make the calculations of the tariffs, but also include the costs of these losses, after which they come to ANRE for another opinion, the approval of these tariffs. We check if the methodology has been followed- and again we give an opinion, possibly with some remarks if necessary – opinion with which we go again to the Local Council, which approves these tariffs. “In the case of Bucharest, we went through the first phase, so we issued an opinion for the energy balance and technological losses”, added Zoltan Nagy-Bege.
