The National Energy Regulatory Authority (ANRE) allocates 10 million lei, excluding VAT, for the purchase of advertising campaign services, the contract to be concluded for a period of eight months, according to a notice of participation posted in the Electronic System of Public Procurement (SEAP).
According to the quoted source, the object of the purchase refers to a campaign to inform the end customers of electricity and natural gas regarding their rights, including the right to change the energy supplier without additional costs.
“The entire campaign will be divided into two periods, which in turn will include three stages, as follows: Stage I – concept and creation, stage II – production, stage III – dissemination and promotion. The campaign will be carried out through the following channels : audiovisual mass media – broadcast of video spots on TV stations; broadcast of audio spots on radio stations; distribution of advertorial materials on online news portals; online environment – organization of conferences/symposiums with experts/influencers/opinion makers, from the online environment of specialty; running the Google Ads campaign in the Google Display Network on sites that broadcast specialized (related to the energy sector) and general news; social media – distributing short video spots within social networks; promoting materials related to the campaign on social networks ( Facebook, Instagram, Youtube, LinkedIn, Twitter),” states the announcement, according to Agerpres.
The contract will be awarded by open tender, on the basis of the best quality-price ratio, and the deadline for receiving offers or requests to participate is February 20, 2023, at 3:00 p.m.
According to the announcement, the bidder must prove that he has completed in the last three years, completed on the deadline for submitting the bid, mentioned in the notice of participation, services similar to the services that are the subject of this procurement, with a cumulative value of at least 10 million lei , without VAT, at the level of one or a maximum of three contracts.
“Similar services mean information services in audiovisual media, the online environment and social media,” the document states.
