The Romanian Lighting Association marked the International Day of Light (May 16) with a meeting attended by over 50 lighting experts and lovers. On this occasion, ARI announced the release of the latest edition of the Model Specification for Street Lighting Control.
Compared to the first version published in 2017, the new document includes a number of significant domain updates, including terms and definitions, domestic and international standards that reflect new technical features now available (for example, asset management capabilities under DALI-2) . Added and updated the returnable technical annexes in Excel format, as well as a pricing annex, also in Excel format.
The sections related to purchasing other devices related to the smart city concept were removed. In the opinion of the authors, “these distracted from the main purpose of the specification and would require a separate detailed analysis to be adequately addressed”. The Model was translated, adapted and updated by Bogdan Lupu, Dan Vătăjelu, Andreea Năsturel and George Zaharia, starting from the model developed by the Institute of Public Works Engineering Australia (IPWEA), with the permission of the institution.

The document is aimed at public authorities (procurement departments and technical staff), as well as consulting and design firms, to facilitate the acceleration of the adoption of connected intelligent control systems for public lighting. The specification template provides an informative, structured template that focuses on technical aspects for local authorities, major road authorities and lighting service operators to prepare their own bespoke specifications in a structured procurement, either as a request for proposal (RFP ), a request for quotation (RFQ) or as a request to participate in a tender (RFT).
With the advancement of recent years, LEDs and intelligent control systems offer numerous features and advantages that improve the landscaping, environment, safety and financials in cities.
Benefits
- Effective maintenance of strategically important infrastructure (public lighting) through computerized asset management techniques
- Adapting lighting levels, through the ability to facilitate adaptive lighting, to the precise requirements of the project, so that excess light is reduced and any harmful or unwanted effects are reduced
- Reducing electricity consumption at times when less light is needed
- Accurately measure electricity consumption to capture the benefits of adaptive lighting levels, dimming, reduced consumption during peak loads and those influenced by transit to and from work (commuting)
- Providing a network infrastructure for smart sensors and devices to improve community livelihoods and resilience
At the same time, any artificial lighting at night introduces potentially negative human and ecological effects. Good lighting design and the use of intelligent control and command systems can manage and reduce this impact.
It is, therefore, necessary to include specialist advice in lighting design (for example, a certified European Lighting Expert (ELE), a recognized specialist in lighting or equivalent) and specialized ecological recommendations,
To account for all of this and to maximize the benefits outlined above requires new levels of complexity in the specification and procurement process that the market is unfamiliar with. This justifies the need for an indicative specification document model to contribute to the realization of the best practices in the field.

International Day of Light is an annual celebration of light and the crucial role light plays in science, culture and art, it is a day to reflect on the importance of light technologies and their potential to solve global challenges in areas such as energy, education, agriculture and health.
