In the Decarbonization Strategy, which was recently sent to the European Commission, Romania chose the most optimistic scenario, reaching climate neutrality by 2050, and how well the new targets can be reached will be reflected in the new Integrated National Plan for Energy and Climate Changes (PNIESC), whose revision will be ready in a few months, said Elena Popescu, general director, General Directorate of Energy Policies and Green Deal of the Ministry of Energy, during the ninth edition of the Energy Strategy Summit, an event organized by Energynomics.
“Of course, the reality and how well we can achieve this scenario at the time of 2030 will be verified through PNIESC. I am referring to the revision of the Plan, which must be submitted to the European Commission by June 30. We are slightly behind schedule, I honestly don’t think we will reach this June 30 target, but we have started working on the PNIESC revision. What we propose in the decarbonisation strategy are some directions that we want, based on a modeling that shows us that there is a chance of reaching climate neutrality in 2050. But each economic sector must set its own sectorial targets and objectives, and measures to achieve those objectives,” said Elena Popescu.
“We are working on a governance system, because I must confess to you – when developing the first PNIESC, we have many areas not covered or poorly covered, but, being a first exercise, the European Commission understood it and we are not the only member state that had an incomplete Integrated National Plan, there were also other member states…there was a lack of strategies at the sectoral level. This time, however, the claims are high, the Commission came with clear guidelines and requests, we have 23 annexes to complete, which reflect the implementation stage for each sector and these annexes, completed, will reflect the situation at the sectoral and national level. It’s an ongoing process, we hope that in a few months we will complete it, at least have a draft and then put it in public consultation and strategic environmental assessment,” added Elena Popescu.
