The Ministry of Energy has published for public consultation the 2 models of energy performance framework contract (in RO) for the activity of industrial operators, respectively local authorities and sectors of Bucharest municipality.

These framework contract models are long overdue and can play an important role in creating a market for ESCOs, for economic operators in the industry as well as for local public authorities.

The Ministry of Energy is awaiting proposals for additions or amendments to these draft framework contracts from interested parties by 12 February 2024 at [email protected].

The framework contracts are part of the legislation following the Government Decision no. 1329/2023 for the approval of certain measures necessary for the operation of companies providing energy design and performance services. The approval of the Government Decision No 1329/2023 and these model contracts fulfils the obligation undertaken by the NRRP-Component C.6 Energy, Milestone 127 (R5 reform), which provides for the removal of obstacles to energy performance contracts..
