The plenary of the Senate adopted, with 87 votes “for”, 13 “against” and two abstentions, the project initiated by the Government whose regulatory object is to establish the legal framework for the development of investments in the field of offshore wind energy in the Black Sea, according to Agerpres. Next comes the vote in the Chamber of Deputies, which is the decision-making body.
According to the initiator, by promoting the draft law on offshore wind energy, Romania will maintain and strengthen its position as an important energy producer in the region and will have an active and significant role in the transition to clean energy at the level of the European Union.
“Establishing an appropriate legislative and fiscal framework is essential in the development of offshore wind energy, in the current context marked by the accelerated expansion of these production capacities worldwide. Romania aims to fulfill the main objectives of the new energy and climate policy of the European Union, for the year 2030 and the perspective for the year 2050, objectives also assumed by Romania as a member state. (…) By promoting the draft law on offshore wind energy, Romania will maintain and strengthen its position as an important energy producer in the region and will have an active and significant role in the transition to clean energy at the EU level”, the statement of reasons states of the project.
The object of the law is, according to the Explanatory Memorandum, to establish the legal framework for the development of investments in the field of offshore wind energy in the Black Sea, contributing to the fulfillment of milestone 116, related to Reform 1 – Reform of the electricity market, by replacing coal in the mix energy and the support of a legislative regulatory framework stimulating for private investments in the production of electricity from renewable sources, within Component 6 – Energy of the National Recovery and Resilience Plan.
