In his speech presenting the government programme, Prime Minister-designate Marcel Ciolacu said that the formation of a fully functional government was a priority. “This is the most expected and powerful signal for investors, foreign partners and the Romanian economy.” The second major objective of this Cabinet is the rapid organisation of the presidential elections, in full security and total transparency, Marcel Ciolacu continued. The Prime Minister also said that, in the medium term, the priority of the new Government is to rebuild the economic and social structure of the community and to base this process on respect for everyone’s work and, above all, for the way public money is spent.

Keeping a dedicated energy ministry in the government structure responds to calls from many voices in the industry. At the same time, keeping Sebastian Burduja’s team at the helm gives continuity to the public policies and support schemes that have been launched or are under development. In the government programme made public, 112 ideas appear, some very general (“Energy efficiency and modernisation of infrastructure”), others very specific (“Romania’s enrolment in the AIB for European certification of guarantees of origin”). The introduction of a mechanism for deregulating the energy market and protecting consumers and reducing energy poverty are described in detail in 16 sentences, more concrete than previously.

The Ciolacu 2 cabinet is backed in parliament by the coalition made up of PSD, PNL, UDMR and the group of national minorities other than the Hungarian one.

After the investiture vote by the full Parliament, ministers will be sworn in at the Cotroceni Palace.
