The Environment Fund Administration (AFM) budget approved for the year 2025 reaches an unprecedented level: 16.42 billion lei, up by almost 18% compared to the previous year. The announcement made by the Ministry of the Environment, Water and Forests confirms the authorities’ intention to accelerate the green transition in Romania through increased and diversified funding, with a focus on distributed energy solutions and territorial equity.
The most important direction is to strengthen support for prosumers and households, reflected in the relaunch of the 1.5 billion lei photovoltaic panel financing programme. The new edition comes with an integrated approach: alongside the energy production component, storage batteries (400 million lei) and heat pumps will also be financed through the new “Casa Verde Plus” programme (100 million lei). Thus, AFM is moving forward in supporting the entire chain of energy transition in housing, in an endeavour that can make a significant contribution to the energy independence of Romanians and to reducing maintenance bills.
In addition to these measures with a direct impact on the residential sector, the 2025 budget includes a number of other programmes relevant to energy efficiency, electric mobility and sustainable urban infrastructure. The programmes “Rabla” for cars (1.43 billion lei), LED street lighting (500 million lei), Energy efficiency in public buildings (500 million lei) and “Rabla for stoves” (250 million lei) remain strategic pillars. At the same time, new funding lines are appearing, such as the Rabla Termopane (50 million lei), the replacement of thermal insulation carpentry for increased efficiency, or the creation of urban parks in Bucharest’s urban agglomerations (50 million lei), in response to the need for green spaces and pollution control.
Forest protection and carbon sequestration allocations are a special dimension: 200 million lei are dedicated to a national programme to absorb emissions into the national forest fund. The budget also includes social and sports elements – such as the financing of the FOTE Brasov 2027 sports event (50 million lei) or support for heating homes in mountain areas.
Environment Minister, Mircea Fechet, emphasised the historic nature of this budget, stressing not only the record value, but also the strategic quality of the funding: “This is a major step towards energy independence for Romanians. We emphasise sustainability, fairness and real impact on communities. Together, we are taking concrete steps towards a greener, cleaner and healthier future for all.”
In his turn, AFM President Florin Bănică highlighted the fact that, for the first time, the budget includes the financing of seven new programmes, which outlines a clear direction of expanding support for sustainable solutions, complementary to those already existing.
