The Environmental Fund Administration announced that it will organize a new registration session for the validation of manufacturers under the Rabla Auto 2025 subsidy Program between April 30, 10:00 a.m. and May 7, 2025, 11:59 p.m.
“As a novelty in this year’s edition, the registration of individual applicants will be done exclusively through the IT application made available on the AFM website, without the need for the involvement of car manufacturers. In addition, one of the important changes in this year’s program is the exclusion from financing of vehicles equipped with diesel engines. Another novelty is the extension of the monitoring period to 18 months, which will allow us to monitor the achievement of the program’s objectives much more closely,” said Florin Bănică, president of the Environmental Fund Administration.
In this year’s edition, the amount of the eco-ticket is of:
- 37,000 lei for the purchase of a new pure electric or hydrogen fuel cell vehicle;
- 15,000 lei for the purchase of a new plug-in hybrid vehicle or an electric motorcycle;
- 12,000 lei for the purchase of a new vehicle with a hybrid propulsion system;
- 10,000 lei for the purchase of a new vehicle with a thermal propulsion system (with internal combustion, including LPG/CNG engine) or a motorcycle;
- 120,000 lei for the purchase of a new plug-in hybrid or pure electric vehicle, for public institutions and administrative-territorial units.
The car dealers’ validation file includes the following documents:
- the manufacturer validation application, fully completed in typescript, signed by the applicant’s legal representative or his authorized representative, with a qualified electronic signature based on a qualified certificate issued by a trust service provider in accordance with Regulation (EU) No. 910/2014 of the European Parliament and of the Council of 23 July 2014 on electronic identification and trust services for electronic transactions in the internal market and repealing Directive 1999/93/EC;
- the identity document of the legal representative of the manufacturer/his authorized representative;
- the representation/power of attorney of the legal representative of the manufacturer/his authorized representative;
- the certificate of ascertainment/information provision issued by the trade registry office attached to the court in whose territorial jurisdiction the manufacturer has its registered office, no older than 30 days on the date of submission of the validation file; the INFOCERT version is also accepted;
- the document proving the capacity of a motor vehicle manufacturer, importer of new motor vehicles or authorized representative of the manufacturer/importer. If it is written in a foreign language, an authorized translation must be submitted;
- the tax attestation certificate regarding payment obligations to the state budget, issued in the name of the manufacturer by the specialized territorial body of the Ministry of Finance, no older than 30 days on the date of submission of the validation file;
- the tax attestation certificate regarding local taxes and fees and other local budget revenues, issued in the name of the producer by the local public authority in whose territorial jurisdiction the applicant is based, no older than 30 days on the date of submission of the validation file;
- the tax attestation certificate regarding the obligations to the Environmental Fund, issued in the name of the producer by the AFM, no older than 30 days on the date of submission of the validation file;
- proof of opening an account with the State Treasury with extension 50.70.24 “Available from amounts allocated from the Environmental Fund representing non-reimbursable financing or co-financing of environmental protection projects”.
