This year’s Rabla Program budget will be 1.43 billion lei, almost 50% higher than in 2024, and the value of the eco-ticket for electric cars has been increased to 7,500 euros, compared to 5,000 euros the previous year, the Ministry of Environment, Waters and Forests (MMAP) informed in a press release.
Sources from the automotive market consulted by Energynomics stated that another new element is that the beneficiaries will be the ones who will apply directly, and not the dealers, which will stimulate a more fair distribution of funds.
“Through this program, we aim to bring tens of thousands of brand new, less polluting cars to the streets of Romania. If you want a cleaner engine, with lower consumption or a safer car, get ready to sign up for Rabla 2025! The biggest novelty and the most anticipated by everyone is the value of the eco-ticket for electric cars, which we have increased to 37,000 lei, approximately 7,500 euros. We hope that this year the Rabla Program will be a program that will exceed all expectations, to break any other record. Another novelty is related to the registration method. We aim to give Romanians the opportunity to register directly in the Environmental Fund Administration application, without dealers, without other intermediaries, the voucher can be settled at any manufacturer. Another novelty: we have a record budget of 1.43 billion lei, almost 50 percent higher than last year’s budget, which we hope let’s use it up as quickly as possible because we will have only one session. My colleagues at AFM say that, in the last 20 years, thanks to the program that we still call Rabla, probably the most beloved by Romanians, we have scrapped over a million cars in Romania”, said the relevant minister, Mircea Fechet, according to Agerpres.
The “Rabla” program is multi-annual, applies at national level and runs from 2025-2030.
The program is financed from the revenues of the Environmental Fund, consisting of the auctioning of greenhouse gas emission certificates assigned to Romania at the European Union level, within the limits of the commitment and budgetary credits provided for this purpose by the annual budget of the Environmental Fund, approved according to the law.
“In 2025, the Rabla Program enters a new era of efficiency and accessibility, by launching a new digital application that simplifies the registration process and reduces the time for analyzing files. These measures come after direct consultations with car manufacturers and reconfirm the role of the Rabla program as a vital tool for modernizing the car fleet and protecting the environment,” stated, in turn, the president of the Environmental Fund Administration (AFM), Florin Bănică.
According to the program’s Financing Guide, already sent to the Official Gazette for publication, the amount of the eco-ticket was established as follows: 10,000 lei (approximately 2,000 euros) for the purchase of a new vehicle with a thermal propulsion system (with internal combustion, including LPG/CNG engine) or a motorcycle; 12,000 lei (approximately 2,400 euros) for a new vehicle with a hybrid propulsion system; 15,000 lei (approximately 3,000 euros) for a new plug-in hybrid vehicle or an electric motorcycle; 37,000 lei (approximately 7,500 euros) for a new 100% electric or hydrogen fuel cell vehicle; 120,000 lei (approximately 24,000 euros) for a new plug-in hybrid or 100% electric vehicle, in the case of public institutions and administrative-territorial units.
“It is mandatory to permanently register with the competent authorities in Romania, in the name of the beneficiary, the new vehicle purchased under the program, for a period of at least 18 months from the issuance of the invoice. By way of exception, if the new vehicles for which financing was granted are purchased under a leasing system, permanent registration in the name of the beneficiary is mandatory at the end of the leasing period. Also, beneficiaries are prohibited from disposing of newly purchased vehicles under the program, for a period of 18 months from the date of issuance of the invoice, a provision that applies even to beneficiaries who purchased new vehicles under a leasing system,” notes the Ministry of Environment.
According to the MMAP, in order to enroll in the new “Rabla” program, applicants will be the ones who will have to complete, in an IT application managed by the AFM, an application in this regard and upload all the necessary documents, including those proving the scrapping of a car. Funding is granted within the approved budget.
Public institutions and administrative-territorial units may request a maximum of 25 eco-tickets during a registration session, without the need to scrap a used vehicle.
Individuals may request a maximum of two eco-tickets during a registration session, one for each new vehicle to be purchased.
