The territorial plans for the Just Transition Fund will most likely be submitted to the European Commission in July, said Alin Mărgărit, public manager in the Ministry of European Investments and Projects, during the 7th edition of the Energy Strategy Summit, an event organized by Energynomics. At the same time, the target for renewables will not be revised, but the abandonment of coal will need multiple stages, which will have to be defined for the 2032 horizon.
The regional plans must be submitted by the local authorities to the ministry in July (starting with July 2-6) with the changes already requested by the ministry. “I hope that starting with that date and after the minister will have a discussion with each county council involved, we will be able to start the official negotiations with the Commission.”
At the same time, the calendar of operational programs differs, and the latest calendars will be adapted to benefit from complementarity with NRRP. “Calendars are different because not all operational programs are built the same way. If we are talking about the Just Transition program, it is based on territorial plans that will be adopted by the same Commission’s decision together with the program. If we talk about the other operational programs, they are not based on these plans and they will, in principle, go through the same stages that we are used to”, said Mărgărit.
“The Ministry aims to overcome, by the end of the year, at least the stages of informal negotiation, as well as the transmission of the final drafts. We hope that at the beginning of next year – if we do not have a positive surprise, which is some of the calls to be launched before – we will be able to launch the first calls for projects”, he added.
