National Energy Regulatory Authority (ANRE) imposed contravention fines on electricity and natural gas suppliers in the total amount of 2.365 million lei for non-compliance with ANRE regulations, according to a communiqué of the institution.
Between January and October 2021, based on the notifications and complaints of the final customers, in parallel with the other types of control actions, ANRE also performed 749 surveillance control actions at the electricity and natural gas suppliers, out of which 534 in in the field of electricity and 215 in the field of natural gas. Following the findings, ANRE sanctioned the main suppliers of electricity and natural gas, applying contraventional fines worth 2.365 million lei.
The largest fine was received by Hidroelectrica, respectively 1.55 million lei, mainly for non-compliance with the 5-day deadline for concluding the electricity supply contract, after the final customer accepted the supply conditions proposed by the supplier; non-fulfillment of the obligation to provide correctly and completely the data and information requested by ANRE and to fulfill the measures ordered by it, according to Agerpres.
Enel Energie Muntenia was sanctioned with a fine of 410,000 lei (320,000 lei in the field of electricity; 90,000 lei in the field of natural gas) mainly for: non-compliance with the maximum term of 21 days for changing the supplier; non-compliance with the term of maximum 42 days from the termination of the supply contract for the transmission to the final customer of the invoice with the final statement of regularization of the payment obligations.
Enel Energie was sanctioned with a fine of 190,000 lei (140,000 lei in the field of electricity; 50,000 lei in the field of natural gas) mainly for non-compliance with the deadline of maximum 21 days for changing supplier, non-compliance with the deadline of maximum 42 days from termination of the supply contract for the transmission to the final customer of the invoice with the final statement of regularization of payment obligations, non-inclusion in the invoice of all the information provided in the regulation on the supply of natural gas to the final customers.
In its turn, E.ON Energie Romania was sanctioned with a fine of 105,000 lei (90,000 lei in the field of natural gas; 15,000 lei in the field of electricity) mainly for non-compliance with the obligation to make available to those interested, in writing, through the single point of contact / regional / local information points, and in electronic format, through its own website, the standard offers defined on each category of final customer; non-compliance with the obligation to supply natural gas based on a supply contract concluded with the final customer; non-compliance with the obligation to conclude gas supply contracts, based on the legal documents submitted by the applicant.
Engie Romania was sanctioned with a fine of 90,000 lei in the field of natural gas, mainly for non-compliance with the 15-day deadline for responding to complaints from consumers regarding invoices.
At the same time, CEZ Vânzare was sanctioned with a fine of 20,000 lei (10,000 in the field of electricity; 10,000 in the field of natural gas) mainly for non-compliance with the 5-day deadline for concluding the electricity supply contract, after the final customer accepted the supply conditions proposed by the supplier; non-compliance with the maximum term of 21 days for changing the supplier.
The authority specifies that the contraventional fines applied by ANRE are fully constituted as income to the state budget.
