ANRE: For 5 million household customers, the capped price reaches a maximum of 0.68 lei/kWh

For approximately 5 million household customers, the capped final billed price reaches a maximum of 0.68 lei/kWh, ANRE claims, in a statement sent to Energynomics.

At the same time, the regulatory body for energy has “developed a model Application and a model affidavit (Declaration on own responsibility) to be used in the relationship with the supplier,” the release states.

Previously, the association of the main electricity suppliers in Romania AFEER stated that “electricity suppliers continue to face problems related to the law that caps the price, but requires Romanians to sign affidavits (declarations on their own responsibility), which is difficult to manage under current conditions”.

ANRE claims to have clarified the situation. We reproduce, below, the full press release of the regulatory authority:

“As a result of the new legislative changes established by Law no. 357/2022 regarding the approval of the Government Emergency Ordinance no. 119/2022 for the amendment and completion of the Government Emergency Ordinance no. 27/2022 regarding the measures applicable to final customers in the electricity and natural gas market during the period April 1, 2022—March 31, 2023, as well as for the modification and completion of some normative acts in the field of energy, published in the Official Gazette of Romania, Part I, no . 1198 of December 13, 2022, the National Energy Regulatory Authority comes to the support of final household customers with the following clarifications regarding the final billed price capped by electricity suppliers, for the period January 1, 2023 – March 31, 2025:

  • for about 5 million household customers, the capped final billed price is of a maximum of 0.68 lei/kWh, including VAT and applies to the following categories of customers:
  1. a) whose monthly consumption is between 0 and 100 kWh inclusively;
  2. b) which use devices, apparatus or medical equipment necessary to carry out treatments, based on a request and an affidavit; the capped final invoiced price is applied from the first day of the month following the one in which the mentioned documents were submitted;
  3. c) which have at least 3 dependent children up to the age of 18, respectively 26 years old if they follow a form of education, based on an application and a declaration on their own responsibility; the capped final invoiced price is applied from the first day of the month following the one in which the mentioned documents were submitted;
  4. d) single-parent families, that have at least one dependent child up to 18 years old, respectively 26 years old if they follow a form of education, based on an application and a self-responsible declaration; the capped final invoiced price is applied from the first day of the month following the one in which the mentioned documents were submitted;
  • for about 2.8 million household customers, the capped final billed price is of a maximum of 0.80 lei/kWh, including VAT, for monthly consumption between 100.01 and 255 kWh; electricity consumption between 255 and 300 kWh/month is billed at a maximum price of 1.3 lei/kWh, including VAT;
  • if the consumption exceeds 300 kWh/month, the entire consumption is invoiced at a maximum of 1.3 lei/kWh, including VAT, from this ceiling benefiting about 0.8 million household customers.

We mention that, in the case of domestic final customers, the capped final price applies only to places of consumption at home/residence, as follows:

  • the final household customer with a single place of consumption, automatically benefits from the capped price to which they fall according to their monthly consumption,
  • the final household customer who has both a residence address and a home address can benefit from the capped price to which he/she falls under, according to monthly consumption, either at home address or at residence address, based on a declaration submitted to the electricity supplier electricity, regarding the fact that he/she does not benefit from a capped price for another place of consumption.

Considering the new categories of end customers introduced who can benefit from the capped price following the submission of an application and declaration to the electricity supplier, in order to ease the procedure, ANRE developed an Application model and a Declaration model (afidavit)on own responsibility to be used in the relationship with the supplier. Both Applications and Self-responsibility Declarations can be submitted to electricity suppliers, both in physical and electronic format. The models can be downloaded from the official website of ANRE, www.anre.ro.”
