The energy regulatory authority ANRE launched in public debate a new “Draft Order for the approval of the Regulation for the granting of establishment authorizations and licenses in the natural gas sector – phase II” which also mentions the elimination of the need to obtain authorization for the establishment of installations of hydrogen production, according to the reference document consulted by Energynomics. There are also new documents required “when applying for the establishment authorization for new biogas or biomethane production facilities”.

The new project aims to improve the process of granting, modifying, suspending or withdrawing the authorizations and licenses of economic agents carrying out activities in the field of natural gas.

Among the proposed changes is also mentioned a credit rating of 1 million lei for the granting of licenses for natural gas, biomethane, LNG, money that can come from equity or loans.

At the same time, the trading operator or supplier from the European Union who wants to carry out activities in Romania and requests a trading or supply license will have to open a local branch with taxpayer status, the document also states.
