The Association of Romanian Businessmen (AOAR) requests all responsible parliamentary political parties to conclude a pact for the implementation of the National Recovery and Resilience Plan (PNRR), in accordance with the targets already assumed by Romania in relation to the European Commission.
AOAR urgently calls for clarification of the financial circuit and clarification of the use of resources to be obtained from pre-financing, public assumption of the timetable of reforms and investments in PNRR and their rigorous implementation, in the context of the political and health crisis that continues to grind the country, says the Association.
“We have less than 5 years, until August 2026, to reform a country, invest heavily and recover significant development gaps, with a timetable that does not allow any postponement:
– 1 week until the final approval of PNRR in the Council (October 28 – November 1, 2021);
– approximately 1 month before the submission of the application and the entry into the country of the pre-financing amounting to EUR 3.8 billion (November 2021);
– 2 months to meet 21 milestones (December 31, 2021);
– 8 months to approve 20 laws in Parliament (June 30, 2022);
– 11 months to obtain 6 billion euros (September 30, 2022);
– 3 years until the next elections, in order to obtain 19.5 billion euros (September 30, 2024),” say AOAR officials.
“However, we lack some of the fundamental pillars for PNRR and we do not have the management system, audit, control and related procedures approved, the IT system implemented, functional monitoring and coordination structures, dedicated structures in each ministry responsible for reforms and investments, and nor GEOs for the operationalization of PNRR.
However, we have a funded reform and investment plan, with clear deadlines, assumed in relation to the European Commission and to which Romania is committed.
There is therefore a need for a rapid implementation plan and a firm commitment to implement reforms, complete investments and settle them.
This cannot happen in the absence of a responsible Government and a political agreement to support a government program focused on the implementation of PNRR in Parliament,” AOAR officials added.
