“In condominium-type buildings connected to the centralized heat supply system, it is mandatory to install measuring systems until December 31, 2021 to individualize energy consumption for heating/ cooling and hot water at the level of each apartment or space other than inhabited. If the use of individual meters is not technically feasible or not cost-effective, it is mandatory to install technical systems for determining individual heat consumption, cost allocators, on all heating elements in each apartment or space with a destination other than the one to live in,” the document states.
Therefore, by the year-end, each apartment should have an individual meter for measuring thermal energy, both for hot water and heat. If this is not possible, cost allocators must be installed.
Of course, the obligation applies only to apartments connected to the heating network, not to those who have already chosen gas heating units. The law also establishes sanctions for those who do not install the measuring instruments by the end of the year, and they vary between 500 and 1,000 lei.
