ARF puts out to tender the purchase of 12 hydrogen trains through PNRR

The project to purchase 12 electric multiple units powered by hydrogen fuel cells and the maintenance and repair services for these multiple units was launched in tender by the Railway Authority (ARF), the value of the contract being estimated between 1.596 billion lei and 2.468 billion lei.

“The acquisition will consist of: products – 12 electric traction railcars based on hydrogen fuel cells, according to the minimum requirements specified in the Specifications (CS), other equipment and accessories, according to the requirements specified in the CS; services – maintenance and repairs for a period of 15 years and the possibility of supplementing the maintenance and repairs period with another 15 years (total maintenance = 15 years + 15 years) – the services are necessary for the operation of the respective railcars, according to the requirements specified in the CS, training of personnel regarding the exploitation, servicing of RE-H and related software applications, transportation, insurance, operation and technical assistance during the warranty period”, it is mentioned in the announcement published in SICAP, according to Agerpres.

The contract award criterion will be the best quality-cost ratio, and this will be done through an open tender.

The duration of the contract will be 225 months.

“If, for any reason, the financing contract is not signed or funds from the state budget cannot be approved, the contracting authority reserves the right to apply the provisions of art. 212 paragraph (1) letter c) of Law 98/2016, as updated. The bidders in this procedure accept that the CA and/or the financier cannot be held liable for any damage in the event of cancellation of the award procedure, regardless of its nature and regardless of whether the contracting authority and/or the financier have been notified of the existence of such damage. The bidders in this procedure assume full liability for any damage they may suffer in the event of the application of the suspensive clause,” the announcement also states.

The project “Purchase of 12 electric locomotives based on hydrogen fuel cells” is financed by the National Recovery and Resilience Plan (PNRR).
