Romania needs legislative clarity for investors to continue investing in new renewable energy generation units, said Adrian Paraschiv, Country Manager at Photomate Romania, during the “More renewables for Romania” conference, organized by Energynomics.
“The market calmed down in the second half of this year. There is no more price pressure or last year’s panic that drove demand in 2022. Equipment stocks have recovered. We have to correlate the market demand with the capacity of the distribution and transmission networks because there are enormously many projects under discussion. If 10% of them are done, it will be very good”, said Adrian Paraschiv.
For now, the market is blocked from a financing perspective, which in turn is closely related to the level of taxation. For example, in the segment of residential renewable installations, difficulties in the government’s Casa Verde program will delay the execution of works until at least December this year.
According to Paraschiv, there are companies that install residential photovoltaic plants that have been waiting for over a year to receive the 20,000 lei related to the previous periods of financing through the AFM programs. Meanwhile, financing costs increase as the settlement period increases, and for this reason many of these firms may no longer survive in the market.
At the same time, the number of larger energy projects has been reduced this year. On the other hand, when they are put into operation, these energy capacities will encounter difficulties with energy evacuation in the energy transport networks and with balancing. The area of energy storage in batteries is one of the solutions to these issues.
“Storage can solve the problems of photovoltaic systems in all three segments (residential, commercial, and utility scale – e.n). Romania can become an exporter of green energy in the coming years. The price will decide,” said Paraschiv.
