Claudiu Crețu was appointed by the Board of Directors of Electrocentrale Bucureşti SA (ELCEN), in the position of general manager of the largest producer of heat and electricity in cogeneration in Romania and Bucharest. Claudiu Crețu was in the period 2017-2021 special administrator of ELCEN, a company under the tutelary authority of the Ministry of Energy, and later, general director of Termoenergetica Bucharest, the operator of the transport and distribution system of the thermal agent in Bucharest. The leadership of Termoenergetica will be taken over temporarily for five months by Adrian Mircea Teodorescu, the company’s legal director, the representatives of the Capital City Hall reported.

From July 2021 to the present, Claudiu Crețu held the position of general director of Termoenergetica Bucharest – the operator of the transportation and distribution system of the thermal agent in Bucharest and returns to the management of Elcen, after exercising the position of Special Administrator between July 2017 and June 2021 of this society.
“The challenge continues. I return to Elcen from the position of the one who knows the centralized heating system as a unitary assembly: from the production of electric and thermal energy in cogeneration to the transport and distribution of thermal energy to the final consumer. After about 9 years of experience in the top management of the two companies that form the centralized heating system in Bucharest, I come with the same vision oriented towards positive change. In July 2017, I took on a great responsibility, that of rehabilitating ELCEN, which was insolvent. With perseverance, in a very difficult context where complex decisions and approaches were needed in addition to the relevant decision-making institutions, the pace of the company’s operation accelerated, which significantly increased the chances of its recovery and exit from insolvency. Today, Elcen is no longer insolvent. In July 2021, we took over Termoenergetica at the cruelest possible moment, with a heating network holed by the lack of investment in the last 20 years and with huge losses. Currently, the figures show that the losses have decreased; pipe rehabilitation works are underway in multiple areas of Bucharest. The situation will gradually improve,” says Claudiu Crețu, in a press release issued by ELCEN.
He states that he is returning to ELCEN to continue and urgently the steps he started in 2021: investments in the modernization of CETs and the implementation of new high-efficiency cogeneration groups in line with European directives.
“I still believe that a unitary, integrated approach to the system is the solution to overcome the problems faced by centralized heating in Bucharest and will allow better coordination and more efficient operation of it “as a whole”. The central heating system in Bucharest, essential for this congested and dense city, needs urgent and synchronized actions, effective strategic management, collaboration between all parties involved and an overall vision. I trust the team of specialists from ELCEN, they are true professionals. Together we can make important changes,” adds Claudiu Crețu.
For his part, the Minister of Energy, Sebastian Burduja, says that he welcomes Cretu’s appointment to this position, according to News.ro.
“Claudiu Crețu is a professional, with proven results over the years. I welcome his return to the Elcen team. I am convinced that together we can solve some of the heating problems in Bucharest and we can think about long-term projects. Bucharest will only recover through teamwork,” also says the Minister of Energy, Sebastian Burduja.
ELCEN is the main supplier of heating agent for the heating system in Bucharest (90%). The company also provides 5.3% of the electricity produced nationally.
