On June 25, energynomics.ro and CMS are organising an O&G focussed panel debate which will explore what Romania needs to do to best position itself as an international player in the O&G industry in the long term, and the opportunities O&G companies in Romania have in order to develop a stronger international presence. The 90 minute event within FOREN 2014, the largest gathering of professional and decision makers in the CEE energy industry, this year hosted by Romania in the Palace of Parliament, will bring together top energy experts from CMS and representatives from the Romanian authorities to speak on Romania’s energy strategy and future opportunities in and priorities for the sector, as well as Andrew Clark, President of Prospectiuni SA, a major provider of geophysical expertise, with over 60 years of experience in the Romanian Oil and Gas industry and a successful international strategy.

Short biographies of the speakers
Iulian Iancu, Romanian National Committee of the World Energy Council
Mr Iulian Iancu has been Chairman of the Romanian National Committee of the World Energy Council since 2004. He is the chairman of the Industry Commission within the Romanian Parliament, after having previously been Secretary of State within the Ministry of Economy and Trade between 2000-2004. Mr Iulian Iancu was Deputy Director General with Romanian Natural Gas Authority (ROMGAZ Medias) during 1999-2000, after having been nominated in several decision-making positions within the same company from 1985 until 1998. He has authored over 30 scientific papers in the energy field nationally and abroad. During 2001-2004 he coordinated the drafting of the ”Romanian Energy Strategy – 2025,” for the best utilisation of renewables and energy efficiency in Romania.
Mihnea Constantinescu, Ambassador at large, Special representative for Energy Security of the Romanian Government
Mihnea Constantinescu was State Counselor to the Prime Minister (May-Nov. 2012), Director of the Prime Minister’s Office and State Counselor (2005-2008), Director of Cabinet and Diplomatic Counselor to the Prime Minister (June – Dec. 2004), Director of the Prime Minister’s Office and Senior Counselor (1992-1993), Spokesman of the Government of Romania and Under-Secretary of State for Public Information (1991-1992), Personal Assistant to the Prime Minister (1990-1991). As a diplomat in the Romanian MFA he served as Director General for political affairs (1998 – 2003 and 2010 – May 2012), Secretary of State coordinator of current affairs of the Ministry in 2004, Director of the Cabinet and Counselor to the Minister of Foreign Affairs (1996 – May 1998). He is a Doctor in Nuclear Power Engineering and was a lecturer at the Polytechnic University of Bucharest, the Faculty of Power Engineering and the Faculty for Business Management. Before that he worked as Q.A. engineer for an Energy Research Institute and for NPP Cernavoda.
Nicolae Havrileţ, ANRE
Niculae Havrilet is currently the President of the National Agency for Energy Regulation (ANRE) and a member of the Mures County Council. He is also Executive Secretary in the Professional Association of Gas Sector (ANPROGAZ) and Vice President of the National Association of Employers (UNPR). Mr. Havrilet has 27 years’ experience in engineering and natural gas sector activities, including 14 years in management positions, and 3 years’ experience in central public administration. Between 1982 and 1998 he worked for ROMGAZ Medias/DISTRIGAZ NORD Targu Mures as engineer and later held the position of Manager of the Human Resources Department. He was the General Director of the Human Resources Department and President of the Board of Directors of the Agency of State Domains within the Ministry of Agriculture (1998-2001). Since 2001 until 2012, Mr. Havrilet was the General Director of GASCOP SRL.
Andrew Clark, Prospecțiuni
Andrew Clark is President of Prospectiuni SA. Andrew joined Prospectiuni in January 2011 as Vice President for Business Development, Marketing and Strategy and was promoted to Chief Commercial Officer in June 2012. Andrew has over 30 years of experience in the international geophysical industry. After graduating with a BSc (Hons) in Applied Physics and Geophysics in 1980 his career included technical and management positions in a number of countries in Africa and the Middle East, including the Sudan, Tanzania, Yemen, Abu Dhabi, and Nigeria. Andrew has held the positions of Regional Vice President (Europe, Africa & Middle East) for Grant Geophysical, Managing Director of United Geophysical (Nigeria) ltd, General Manager of Worldwide Business Development for Petroleum Geo-Services’ Onshore group and most recently Director of Business Development at Geokinetics.
John Fitzpatrick, CMS
John Fitzpatrick is an international corporate partner working throughout Europe and beyond. His focus is on emerging markets, including Central and Eastern Europe (CEE) generally, and in particular South East Europe (SEE) and Turkey. John has extensive experience in a range of corporate and commercial transactions in the energy sector. He has been involved in many of the largest and most innovative transactions in emerging Europe, including some of the largest transactions in the Energy sector in Romania to date. John is one of the firm’s leaders in the Energy sector. He regularly advises major multinational energy companies and utilities on clean technology transactions (including wind and solar) and more traditional energy transactions (including oil and gas). Prior to CMS, he was senior in-house counsel for the US headquarters of a multinational company and an associate in the Boston and Paris offices of large US law firms specialising in M&A and venture capital. John is a member of the ABA, the IBA, the Massachusetts, Pennsylvania, and DC bar associations.
Varinia Radu, CMS
Varinia Radu is a Partner at CMS and Head of Oil & Gas in CEE. Based in Bucharest, Varinia has over 12 years’ experience and her practice focuses on the oil & gas, electricity and mineral resources sectors. She advises an impressive roster of clients on a wide range of issues relating to the Energy sector, including licensing, trading, privatisations, public acquisitions, turn key projects for energy production facilities for conventional and renewable energy, joint-ventures, petroleum concessions, development of mature oil and gas assets in Romania, farm-out agreements, M&A and financing transactions. Varinia has advised on some of the largest oil & gas deals in Romania (and the wider CEE/Black Sea region) in recent years, and was also involved in the drafting of a number of important legislative initiatives in the Energy sector in Romania. Prior to joining CMS, Varinia was Managing Partner of RVR Energy, a boutique energy law firm in Romania, which she founded in 2004. Varinia has been a member of the Bucharest Bar Association since 2002. She is also a member of other industry associations such as the Association of International Petroleum Negotiators, Balkan and Black Sea Petroleum Association, SIPG, etc. and represents key professional associations in the industry.
