The merger between ELCEN and Termoenergetica is on the right track, there are six bids submitted for consultancy and we hope that, in a few weeks, we will have a winner and actually get down to business, said, on Monday, the general manager of ELCEN, Claudiu Crețu.
“The merger process is on the right track. At the moment we are analyzing the offers for the consultant to do the evaluation, etc. It seems that the documentation has been done quite well, in the sense that we have six offers. Indeed, six offers also means the need attention to details and a thick documentation. We hope that, in a few weeks, we will have a winner and get to work. In conclusion, the message is an optimistic one: at this moment, we hope let it be as good as possible this winter. The fact that there are construction sites in Bucharest, that pipelines are being modernized, is very good, we hope more and more quickly, so that the losses will decrease. With the modernization of the CETs and a pipelines, we can have an efficient system in Bucharest in 3, 4, 5 years. We are constantly paying attention and trying to integrate renewable technologies into the heating system, which is an advantage, that is, we are paying attention to decarbonization, but first of all it is about the economic, because it is the GHG certificates that cost and then we try to be as efficient as possible,” said Crețu, according to Agerpres.
The head of ELCEN discussed both the financing obtained for the modernization of three CETs in Bucharest, as well as the debt the company has to recover from Termoenergetica.
“A great victory is the fact that we obtained financing for the three CETs of Bucharest. There are 360 or so million euros, money from the Modernization Fund for new CETs. It sounds extraordinary, especially after 5-6 years of Insolvency. I mean, we went through the surgery, but we managed to keep breathing. You will hear me for a long time with this topic, maybe after the election campaign projects must be co-financed. This European money is not 100% free. So, Elcen has to collect one billion. In the next period we will knock on the doors of the banks co-finance these projects. This means that they will ask us about the financial situation and ask “When will you receive this money from the municipality?” It would be a shame to lose these hundreds of millions with CETs from the years 64-66. How long will it last? If we don’t do them now, then? We are entering a decisive period where we have to get to financial normality, we have to finance and co-finance these projects, we have to navigate through the red tape of the procurement procedures to get these contracts going so that we complete on time, to we have new, efficient power plants, to give heat to the people of Bucharest as cheaply as possible”, stated Crețu.
