The Directorate for Energy Efficiency is working on the creation of an Energy Efficiency Investment Fund to help companies implement energy efficiency projects. “We think about energy remote management systems and own production of energy,” said Daniela Barbu, Director of Energy Efficiency, in the Ministry of Energy, at the conference on digitalization and energy efficiency in Constanța, organized by Energynomics.
The transfer of the money from ANRE to the ministry was made as of 2020 and an attempt was made to select a consultant by tender, but no one came. “We got 533 million lei. The money is in the budget, we are going to build this project. I would estimate we need three months to advance on the legal establishment of the fund.”
At the same time, one of the main concerns of the Energy efficiency Directorate was the new labeling for household appliances; a campaign for the labeling of luminaires will start in September. “We have received a significant contribution from the biggest chains of stores. Today [March 18, e.n.] the transition period ends – the old and new label will both stay on each product, and the old products in stocks will be allowed for selling until the end of November,” Daniela Barbu said.
The labels will have a QR code that can be scanned, thereby obtaining the product specifications.
Among the objectives set in 2020 at the Directorate level and carried out, is the evaluation of professional categories, such as auditors and energy managers.
About the ElectricUp program, which appeared as a target during the year, 2.500 applications were registered and the deadline for registration was completed in February. “We will respond successfully to all the requests, but at this point, the platform on which potential beneficiaries have registered is not accessible [to us]. We have not yet entered the evaluation phase. We are doing everything we can to successfully complete this program,” Daniela Barbu added. The platform, managed by the STS, is still in the process of reopening.
“One of the courses of action we want to focus on is ESCO projects,” she said, explaining that meetings will be held with the main industry associations such as ARPEE or SAMER.
“For municipalities, the best starting point is to involve ESCO companies”; a challenge will remain for the municipalities to be able to fix their budgets on the medium term in multiannual projections.
