Doru Vișan, State Secretary at the Ministry of Energy, announced that the amendments to the Thermal Law (325/2006) will be approved in a few days. A central element of the new form of the law is the principle of a single technical solution for a condominium. “We will have a new cogeneration support scheme for current beneficiaries and also for future beneficiaries,” Doru Vișan said. The cogeneration bonus produces positive effects in the operation of SACETs, from a financial perspective, for a better compliance with environmental requirements and in support of centralized heat supply systems, the State Secretary added.
According to Doru Vișan, the Ministry of Energy has obtained and used financing from the Government of Japan for studies that allow a modular approach to technical solutions in the field: “The technology has advanced and now it allows the installation of modules of about 50 MW for extra efficiency”, Vișan said. “In addition, once such a system is installed, once its efficiency is proven and visible, the model can be multiplied in other areas,” insisted Doru Vișan.
During the COGEN Europe, COGEN Romania and ECOVIS CIURTIN and Associates conference – “Affordable, Efficient and Cogenerated European Heat and Lessons Learned Lesson” – the government official announced that he will promote in the Government a package that will show that the 60 centralized heat supply systems still in operation in Romania are facing major financial problems. In total, they have about 9.5 billion lei in debts – 62% to the Ministry of Public Finance and 23% to the fuel suppliers.
