ELCEN: City Hall and Termoenergetica do not fulfill their payment obligations

Bucharest City Hall (PMB) and Termoenergetica do not honor their payment obligations assumed although there is money available, a statement from ELCEN shows.

According to the press release, due to the failure of payment by the PMB and the Termoenergetica of the debts for the thermal agent destined to the inhabitants of the Municipality of Bucharest, ELCEN is dangerously approaching the situation in which it will not be able to pay for the raw materials – the natural gas, to Romgaz and will not be able to pay its own salaries. In turn, the gas supplier could stop the delivery of the raw materials as a result of the non-payment of the value for the gas delivered, which could lead to interruption of the supply of hot water and heat to the consumers.

“PMB has not transferred the amounts for the payment of the gas necessary for the production and delivery of the thermal agent to the population, related to December 2019 (104,258,746.91 lei) and January 2020 (106,315,578.61 lei),” ELCEN officials say, according to financialintelligence.com.

At the same time, RADET Bucharest entered the bankruptcy procedure, generating current debts of about 300 million lei, registered by the utility in relation to ELCEN, and last week a new invoice, worth almost 170 million lei, was issued.

At the same time, PMB has an outstanding grant to RADET amounting to 87 million lei, related to November 2019, and also has the obligation to compensate the financial losses due to the delayed approval of the tariffs, registered by RADET in 2018 in an amount of approximately 60 million lei.

In the opposite case, the district heating system in Bucharest could be irretrievably compromised, being able to generate a payment incapacity to ELCEN and, at the same time, major losses to the gas supplier, Romgaz, by not collecting the debts,” ELCEN officials also said.
