Energy market liberalization – opportunity to build new types of businesses (Energy Breakfast Club, 24th June)

From the integrated analysis of the evolution of competitive electricity market in Romania, and of centralized trading platforms introduced, we can separate three important steps, each with its own characteristics: between 2000 and 2005, the market structure between 2005 and 2012 and the period of liberalization that started after 2012, said Marian Cernat, director at ANRE, during the debate organized by energynomics.ro at Energy Breakfast Club. Since 2005, a new development was the emergence of market-based mechanisms for balancing market in order to match production with consumption through competitive instruments, stated the ANRE director.

“Operating in real time, the balancing market is critical and highly technical one […] Those who supply power for balancing receive at least the offered price, and those that create imbalances are paying the price”, said Marian Cernat. Although liquidity in this market is low, the energy regulator is optimistic regarding its evolution, although it is a market with no advantages for those that need balance, added Marian Cernat.

Asked on the taking into account not only large capacity for balancing system, as is the proposed project at Tarniţa, but also smaller capacities, more flexible, with increasing yields and better placed at volatile producers, Marian Cernat said the energy market in Romania is capable of absorbing both types of equipment for balancing, and if there are signs that specific regulations are needed, they will be dealt with accordingly.

Client-centered innovation

In the presentation made at Energy Breakfast Club, Mirela Dima, CEO of CEZ Vânzare, the electricity supply company of CEZ Romania, argued about the benefits and recommendations that an end-user must consider and analyze when it comes to electricity supply contracts. Non-household customers no longer benefit from regulated prices for electricity since 1 January 2014, and household customers, although 60% of them are still regulated, can exercise their eligibility right.

Based on the legal framework for switching suppliers, Mirela Dima explained the basic conditions and modalities by which a consumer can change the supplier, pointing out that only a client-centered approach can generate innovation. The Executive Director of CEZ Vânzare also exemplified a series of unrealistic promises that a customer receives, promises that should be carefully considered before signing a contract. Moreover, when a supply contract is negotiated, a customer must also pay attention to the updating of the forecast with the consumption structure, to the clauses terminating the contract, the penalty clauses, the conditions for early contract termination and to the renegotiation clauses, concluded Mirela Dima.

Startup, demonstrate, consolidate

Fabrizio Carboni, SEE Energy Practice Leader at SAS Inc., presented several elements that make up the complex process of liberalization of the energy market in Romania, like the unbundling of generation, transmission, distribution and supply activities, and the departure from government approved prices. Basically, liberalization should lead to decreasing prices and increased efficiency, says Fabrizio Carboni. Insisting on the new rules, market actors and processes that occur during and after deregulation, Fabrizio Carboni has turned his attention to the opportunity of building new business in the energy sector, unenforceable during a deep centralized system.

To capture such opportunities, “a company must pass from a pioneering approach to an industrial one, to make the transition from a startup to a true commercial machine. In short, startup, demonstrate, consolidate”, said Fabrizio Carboni. In this context, he exhibited some of the solutions that SAS provides to its partners throughout the value chain in energy portfolio management.
