The Ministry of Energy confirms significant investments in energy storage and battery production, strengthening Romania’s position on the European energy transition map. According to Mircea Cârlan, Director General of the Ministry’s Directorate General for State Aid and European Funds, investor interest in these technologies is growing, with projects of over 2.3 GWh recently submitted under the Modernisation Fund call.

“Invest, invest, invest. This is the paradigm of the Energy Ministry in this mandate. Energy storage is a crucial element for balancing the national energy system, and the fact that we have received expressions of interest for more than 2.3 GWh demonstrates the solid appetite of investors,” said Cârlan, speaking at the conference “Stepping stones for the BESS technologies development”, organised by Energynomics.

The Energy Ministry is not the first of its kind. Previously, through the NRRP, a budget of 80 million euros was allocated to finance 11 storage projects with a total capacity of over 1.5 GWh. In addition, the development of industrial battery production capacities is among the ministry’s strategic priorities. “Romania is recognised on the European Union map as a country investing in this industry. Recently, we have awarded five contracts for the development of battery factories, with an initial production capacity of 3.28 GW per year. And this is just the first step,” said Cârlan.

In addition to direct investments, the Ministry of Energy is actively supporting dialogue with the private sector to adapt regulations and accelerate the deployment of energy storage solutions. “There is an obligation for a symbiosis between public administration and market needs. We are aware that legislation needs to adapt quickly, and the ministry is active in identifying the most efficient solutions,” Cârlan explained, responding to a question on the legislative challenges facing investors.

The outlook for the energy storage and battery manufacturing industry in Romania is optimistic, and the authorities promise to continue to support the sector’s development. “We need to think internationally. Romanian products must be attractive and present on the global market. In this context, the Ministry of Energy will continue to create a favourable framework for investment and innovation,” Cârlan concluded.
