The Ministry of Energy is launching a new call for projects with a total budget of €300 million for private sector companies that want to invest in renewable electricity generation for their own consumption. The programme is financed through the Modernisation Fund and aims to support the energy independence of Romanian industry by simplifying access to finance and removing administrative barriers.

“We want every kilowatt produced from renewable sources and consumed locally to mean more efficiency, competitiveness and sustainability for the Romanian economy,” said Energy Minister Sebastian Burduja. He emphasised that the open call is a concrete tool to accelerate private investments in green energy, with a special focus on industry, agriculture and food industry.

More flexible conditions, extended access, substantial funding

Compared to the previous call, the new funding round brings more flexible conditions and a greater openness to key economic sectors such as agriculture or agri-food. The Ministry of Energy is introducing a number of key simplifications:

  • Accept all types of mortgages at the appraisal stage.
  • Elimination of the obligation to present the building authorisation when signing the contract.
  • Environmental regulation act only required before first payment.
  • Extension of eligibility to CAEN 01, 10 and 11 activities – agriculture, food industry, beverage production.

“We are expanding access to sectors important to the national economy and encouraging their transition to competitive and clean energy solutions. Romania has a huge potential in the renewables area and this call is another decisive step towards realising this potential”, said Sebastian Burduja.

Maximum funding: up to €20 million per project

State aid of up to €20 million per project can be granted, provided that at least 70% of the energy produced is used for self-consumption. The amount of support varies depending on the technology:

  • Solar energy: up to €450,000/MW installed (for capacities below 5 MW)
  • Wind energy: up to €700,000/MW
  • Hydropower: up to € 1,805,000/MW

The public consultation period is 10 days from the publication of the documents on the Ministry of Energy’s website, during which interested companies can send comments and proposals to fonduri.europene@energie.gov.ro. The documents can be consulted HERE.
