Energy storage through the NRRP and the Modernisation Fund

Most of the renewable electricity generation (RES) plants in operation or under development already include battery energy storage (BESS) capacity. 11 contracts have already been signed for funding under the National Recovery and Resilience Plan (NRRP). 15 other projects will get financial support from the Modernisation Fund in the first quarter of this year, under a call for projects open until 17 February, with a total budget of 150 million euros.

118 projects have been submitted for the financing of new electricity storage capacity through sub-measure 4.3 of the NRRP – Supporting investments in the development of electricity storage capacity (batteries). 38 have been approved for financing, within the available budget. The Ministry of Energy announced that in total 11 financing contracts worth 603 million euros have been signed, with 78.3 million euros co-financed by the NRRP. These projects will generate an operational storage capacity of 1 546 MWh.

Other battery energy storage projects have been funded through other programmes under the NRRP that are looking at storage capacity co-located with renewable generation plants. An example is the Sărmășag (Sălaj) photovoltaic park with 51.4 MW installed capacity and battery storage, inaugurated by Enery in October 2024.

Currently, Transelectrica has around 140 MW of storage capacity operated by 7 companies.

Until February 17, 2025 there is still open a call worth 150 million euros in non-refundable funds for projects to increase Romania’s battery storage capacity. The call is organized in a competitive tendering procedure, with a single ranking criterion, euro/MWh.

The amount of state aid will be able to cover 100% of eligible expenditure. An applicant will be able to submit one or several projects, but the total grant awarded to a single enterprise may not exceed 10 million euros.
