The Government intends to promote a support scheme for the CE Oltenia (CEO), whereby, for ten years, all Romanian consumers will pay up to 10.5 billion lei to support the company, severely affected by the increase in costs with the emission certificates that it must to buy to produce electricity. Thus, the Romanian consumers of electricity will have to pay a so-called CEO adequancy fee, passed on to their invoices, according to e-nergia.ro.

As a justification for promoting the support scheme, the Government requested Transelectrica also a adequancy study of the National Electric Power System (SEN).

The study indicates that the operation of the Romanian energy system without the CE Oltenia power stations is not possible. “The results show that in 2022, the first year in which EC Oltenia will no longer have any group in operation (according to the scenario without a support mechanism), the missing capacity at the peak is of about 2,800 MW, and the import capacity of RET is of 1,800 MW. Also, in the years 2023 – 2027 the missing capacity is greater than the import capacity of RET,” the study shows.
