The government wants to approve by emergency ordinance Romania’s Energy Strategy, to prevent the initiation of infringement proceedings by the European Commission and the blocking of European funds in January 2021, according to a project posted on the website of the Ministry of Economy, Energy and Business Environment.
It should also be mentioned that the failure to adopt a normative act at the level of the emergency ordinance and the recourse to the usual legislative procedure would determine, subsequently, the notification of Romania to the Court of Justice of the European Union and the obligation to pay fines and/ or penalties due to fact that Romania did not solve the problem of micro hydropower plants, say the initiators of the project.
Other consequences would be, if this GEO is not approved, the blocking of access to European funds for investments in the energy sector, starting with January 1, 2021, according to Agerpres.
The framing and start of the environmental assessment procedure for the Integrated National Plan in the field of Energy and Climate Change, in order to obtain the environmental permit and subsequently its approval by Government decision, can be carried out only after the adoption of Romania’s Energy Strategy 2020-2030, with a view to 2050.
“All these elements concern the public interest and constitute emergency and extraordinary situations, the regulation of which cannot be postponed.”
