Prime Minister Marcel Ciolacu will appoint new interim managers, for terms of a maximum of 6 months, at the Agency for Monitoring and Evaluation of the Performance of Public Enterprises (AMEPIP), until a new management will be appointed through a selection process that will no longer be contested by The European Commission, according to Hotnews.ro. On Monday, the executive adopted an emergency ordinance in this regard, after AMEPIP’s leadership submitted its resignation in July following the observations sent by the European Commission.
On Monday, the government approved an emergency ordinance that creates the legal framework to ensure the interim management of AMEPIP, but also the elimination of some exceptions from the legislation on corporate governance for RAAPPS, provisions necessary to fulfill the criteria of milestone 439 of the PNRR.
“Just as in the case of public enterprises in the defense and national security industry, in the case of RAAPPS, the selection procedure for the members of the board of directors includes an additional stage consisting of the security check provided by the national standards for the protection of classified information in Romania. In the situation where a selected candidate has not obtained the necessary favorable opinion for access to classified information, he cannot be appointed to the position of administrator of the public enterprise,” announced the Government.
“The management has withdrawn, the procedure is being resumed, there is no longer any question mark. There were some errors, if you like, unintentional because we don’t have a very explicit legislation. The observations of the European Commission are taken into account, the procedure is resumed and will be done in such a way that such interpretations do not happen again,” commented Adrian Câciu, Minister of European Investments and Projects (MIPE).
AMEPIP president Mihai Precup and vice-presidents Ciprian Hojda and Victor Moraru submitted their resignations on July 16, the reason mentioned by the Executive being that of “maintaining the relationship of credibility between the Government of Romania and the European institutions, as well as to avoid any risk regarding the approval of payment request number 3 from the National Recovery and Resilience Plan by the European Commission.”
