Offshore wind development will be a game changer for Greece as the country plans to install 1.9 GW by 2030, said Efi Karra, Sustainability and Policy Advocacy Officer of the Hellenic Wind Energy Association.
“By 2030, the country intends to install 9.5 GW of wind, out of which 1.9 MW will be offshore wind,” she said, at the round table “Regional Approach Athens – Cooperation”, organized by Energynomics.
Greece has already established the legislative framework for offshore wind development since the summer of 2022.
According to Karra, offshore wind offers significant competitive advantages, such as providing massive power generation without conflicts with other human activities and supporting the establishment of a robust local supply chain. This, in turn, contributes to the local Greek economy by providing added value through shipyards, ports, cables, logistics, cement industry, and more.
Moreover, offshore wind will strengthen the country from a geostrategic point of view and position Greece as a producer and exporter of green energy. The country’s vast wind potential lies in the Aegean Sea, both onshore and offshore.

In 1999, Greece had 107 MW of installed wind capacity. A decade later, the capacity increased to more than 1,100 MW, and by 2019, it surpassed 3,600 MW. In 2023, the installed wind capacity totaled 5.2 GW, with 543 MW newly connected to the grid. Wind installations covered 23.5% of Greek domestic electricity production last year.
