Accession to the Organization for Economic Cooperation and Development (OECD) is Romania’s most important strategic objective after integration into the European Union and NATO. According to the hopes expressed by the Prime Minister, this integration should take place by 2026, said Luca Niculescu, Secretary of State in the Ministry of Foreign Affairs and coordinator of Romania’s OECD accession process.

“One of the biggest benefits of joining the OECD is the increased investment in Romania, because investment funds that are only active in OECD countries will start to be interested in us”, said Niculescu at the Energy Strategy Summit 2024, organized by Energynomics.

The OECD, an organization of 38 member states, accounts for 70% of world trade and 90% of international direct investment. Romania has been trying to be accepted into the OECD since 2004, but only in 2022 did it receive an invitation to start accession negotiations. The accession process is technical and laborious, involving almost all state institutions, business, academia and civil society.

“We have received over 10,000 questions from the 26 committees that will analyze the country’s application. So far we have received one formal opinion and another 3-4 should arrive in the coming weeks,” Niculescu added.

Additional endorsements will require changes to policies or practices, legislative changes and better implementation of existing laws.
