Local firms will receive 1.5-2 billion euros in contracts in Cernavodă project

Approximately 1.5-2 billion euro worth of of works on Reactors 3 and 4 at Cernavodă will be subcontracted to Romanian companies, but the figure should be discussed and approved by the Romanian counterpart, told energynomics.ro David Hu Zhuo, General Manager China Deputy General Nuclear Power Corporation (CGN).

A first issue in negotiations between Romania and CGN, the Chinese consortium responsible for the financing and construction of the Cernavodă reactors is the subcontracted works and jobs created. Subsequently, pre-financing agreement will be agreed which will include an agreement on safety, and then the actual funding.

“Localization (e.n. hiring local firms) is strictly necessary for the economy, but also from a strategic point of view… We estimate that we will give about 1.5-2 billion euro to local subcontractors … In a first stage the project will generate about 5,000 jobs, and at the peak of the works some 20,000 will be hired,” says David Hu Zhuo.

“I do not know if these figures will be kept until the end, these are only preliminary estimates and they will need to be approved by the Romanian counterpart. What I want to emphasize is that we are committed to the project, we want to invest and create jobs here,” said Zhuo.

Although he cannot mention a deadline for the conclusion of the negotiations, the Chinese representative claims that important progress has been made. “I think we have made progress in negotiating with the Romanian part. We will come up with the best possible terms and we will ensure that our funding will be repaid,” said Zhuo.

China Nuclear Power General Corporation (CGN) has been appointed as investor for the project of developing the Units 3 and 4 of Cernavodă CNE nuclear plant. According to the updated timetable, the next stages of the selection process are negotiation and signing of the Memorandum of Understanding on Joint Implementation Project and the negotiation of Constitutive act and the Investors Agreement of the new project Company.
