ANRE set new regulated tariffs for natural gas transmission through National Transmission System, for the period October 2015 – September 2016. Against the previous regulated period (July 2014 – September 2015), is noticed a reduction of tariffs for transportation services. The volumetric rate for the amount of natural gas transported to distribution systems is down from 5.04 to 3.63 lei/MWh, while the volumetric rate for the amount of natural gas transported only through national transmission system is reduced from 5.79 to 4.38 lei/MWh. Finally, volumetric tariff for natural gas volume transported is reduced from 4.94 to 3.53 lei/MWh.
On the other hand, in the case of capacity reservation charges there is strong growth. For example, reserving capacity on the entry points in production perimeters, in LNG terminals and in installations for biogas or other gases that meet the quality requirements to be delivered / shipped by NTS, the annual rate increases from 0.5 lei/MWh to 0.93 lei/MWh.
For reservations of capacity on the entry points of interconnection with other systems transport natural gas from non-EU member countries (Medieşu Aurit and Isaccea Import) annual rate increase from 2.08 lei/MWh to 3.62 lei/MWh, while for volumes imported from EU Member States (by Csanadpalota) the new price is more than double: 3 lei/MWh, compared to 1.35 lei/MWh. Capacity reservation charges for the exit of gas to other EU Member States is reduced to 6.7 lei/MWh, compared to 10.95 lei/MWh, while capacity reservation fee for gas exports to Moldova (Ungheni ) is set at 0.81 lei/MWh.
Finally, for exit points to the distribution systems, pipeline upstream and end customers directly connected to the transmission system, reserving capacity is increased from 1.55 to 1.86 lei/MWh. Overall, Transgaz regulated revenue for the period October 1, 2015 – September 30, 2016 for transport of natural gas is one billion lei. In the previous regulatory period, July 2014 – September 2015, the regulated revenue is 1.245 billion lei.
In the last three years, revenues from transport have increased steadily, both in nominal terms and relative to volumes of natural gas transported. Likewise, the turnover of Transgaz climbed steadily since 2012, while net profit rose spectacularly to over 500 million lei in 2014.
