ANRE has published a new regulation for connection to the electricity network, and one of the provisions clearly states that the measuring block is installed at the expense of the distribution company, which cannot ask the future customer for money through the connection tariff.
Here is the provision in the regulation, which changes a regulation in this regard from 2013 and which is now still in public debate:
“The network operator shall be responsible for the purchase and installation at the boundary point of the electricity metering meter or the fully equipped measuring and protection block, including the electricity metering meter if the installation of the measuring and protection block was determined by the connection solution. The costs for the acquisition and installation of the equipment provided in par. (2.1) (above – ed.) are supported by the network operator,” according to e-nergia.ro.
It is also specified very clearly that the distribution company cannot ask the future customer, the one it connects to the network, for money for the installation of the measuring block, including the meter.
