The most important element of regulation must be the right price that can ensure access to electricity and gas, which the lowest price cannot do, said Niculae Havrileț, former president of the National Energy Regulatory Authority (ANRE), at the Gala where the energy industry celebrated the winners of the 10th Energynomics Awards.

“In ANRE, the basic thing to look out for is not the lowest price, but the fairest price. If we have a fair price, we will have energy and gas. If the price is not fair, we will have neither gas nor energy. In general, I have always considered the procedure to have a real debate when drafting a regulation, especially if it is an important regulation, such as, for example, the one on the functioning of the electricity market, on which I worked for two years,” said Havrileț.

He added that over-regulation is detrimental to energy investment because it removes the predictability and stability needed by companies and investors in the sector.

According to Havrileț, ANRE representatives must act as market arbiters, and for an energy market to function, it must have competition.

“As we know, a market is naturally competitive. No market in which there is no competition is a natural market. For example, if you’re not convinced that your place is in ANRE to share the justice, then you’d better go to another area, the generation, distribution or supply area. There is no need to be a referee. But if you are a referee, you must at least apply the method of mimicry when the elements you are referring to are correct, natural ones,” Havrileț added.
