Prosumers Association asks ANRE to penalize energy suppliers who delay invoicing by more than 30 days

The Association of Prosumers and Energy Communities in Romania (APCE) requests ANRE to penalize electricity suppliers licensed in Romania for the delay in invoicing by more than 30 calendar days compared to the date agreed in the contract, according to a press release from the association.

“We request ANRE: coercive measures applied to all electricity suppliers licensed in Romania regarding the delay in billing by more than 30 calendar days compared to the date agreed in the contract. Exceeding this term be sanctioned with penalties in the amount of 0.2%/day of the un-invoiced value, in favor of the prosumers”, the press release states.

According to the quoted source, tens of thousands of prosumers in Romania do not receive invoices on time for the energy consumed or for the energy delivered to the network, and invoicing delays exceed 12 months.

Through numerous complaints sent to ANRE, prosumers reported this situation. More than a year has passed since the first invoicing problems and the situation has not changed. The actions taken by ANRE to remedy this situation had no effect. According to the order ANRE 15/2022, the payment term for excess energy delivered by prosumers in the network is “24 months from the date of invoicing”. From here it can be seen that invoicing delays generate the unjust enrichment of energy suppliers who do not emit invoices according to the law. We believe that these delays are not due to technical problems but to financial interests that harm the prosumers”, the statement says.

APCE considers that the suppliers who use such practices had enough time to fix any technical problems.

The association also mentions that there are suppliers in Romania who invoice on time and represent a model of good practice for all other suppliers. APCE offers an illustration and asserts that all Romanian electricity suppliers are capable of using the CEZ billing model.
