The future energy supply contract for end-users will be a tripartite, dynamic delivery contract in which energy storage batteries will play a central role, said Răzvan Rădulescu, CEO of Software Media WEBUS 4 ENERGY.
“This type of contract will minimise both risks and costs for the end consumer. The energy will be purchased directly from the producer and the consumer will have locally installed batteries. Whereas up to now we were talking about batteries located at the producer’s site, in the future they will have to be installed at the consumer’s site to store the photovoltaic energy produced during the day. In the evening, when the grid is overloaded, the consumer will use the energy stored in the batteries, thus reducing the need to draw electricity from the grid,” explained Rădulescuat the conference “Romanian Energy Market – Facts of 2025”.
Energy suppliers currently face three big challenges. The first is imbalances created by consumers. The government obliges suppliers to cover these imbalances, but they do not have adequate tools to anticipate them.
“Energy supply in Romania is now a lottery. You have a better chance of winning at the casino than by supplying energy,” Mr Rădulescu emphasised.
The second challenge is the integration of prosumers. Suppliers are obliged to take over the energy produced by prosumers, which complicates energy portfolio management. In order to provide predictability, WEBUS 4 ENERGY has deployed 2,000 meteorological measurement points in recent months, which help to estimate the hourly production of prosumers. This system helps to reduce imbalances in production and supply, which currently exceed 95%.

The third challenge is the price cap, which Mr Rădulescu expects to remain in place for another three months.
“We have solutions for managing imbalances and integrating prosumers, but not for price caps,” he added.
