RWEA in talks to attract wind turbine manufacturers to Romania

The Romanian Wind Energy Association (RWEA) is in advanced discussions with at least two of the largest wind turbine manufacturers, analysing the possibility of developing local production, Liviu Gavrilă, vice-president of the association, told at the conference “Romanian Energy Market – Facts of 2025”. “Even if we don’t yet see turbines labelled Made in Romania, we are already contributing to the wind industry by manufacturing components. There are chances that a factory of blades or other major components will appear soon, and a pleasant surprise in this field might come sooner than we expect,” he added.

 

 

The year 2025 is shaping up to be a good year for wind power generation with more than 500 MW of capacity already contracted.

“After 2023 and 2024 in which we connected only a few tens of MW, 2025 is looking good. We have over 500 MW under construction and to be delivered hopefully by the end of this year with some encouraging prospects given the CfD and looking forward to this new round which should come hopefully by autumn. Somehow it seems that we have overcome a hurdle, it seems that we have solved all the crazy problems that we had, but somehow it seems that the political decision-maker does not hesitate to surprise us every time,” said Gavrilă.

He referred to the authorities’ decision in December 2024 to issue more regulations and introduce new taxes, as well as increase others. These decisions become “hurdles”, especially given that profit margins in the energy industry are “in the single digits”, which means that any shock in the market or in the regulatory system severely affects investors. In addition, last year, the wind industry in Romania produced on average 15% less on average due to grid access limitations. Moreover, says Gavrilă, investors’ appetite to commit funds to projects in Romania is starting to wane.

“Any kind of shock affects and cuts more and more the investment appetite that I and I want to raise this alarm signal: you should know that it is starting to be felt. Pan-European or even global investors are reconsidering (their strategy – editor’s note). Even from Brussels we are being told that we seem to be shooting ourselves in the foot in certain elements related to regulation and predictability,” Gavrilă said.
