Energynomics talked to a large part of the participants and exhibitors of the SolarPlaza Summit, who showed great interest in Romania, despite the bureaucratic barriers.
“The bureaucracy in Romania is five times bigger than the one in Hungary… We have given up waiting for subsidies, not only in Romania, but also in other countries, and we are developing the projects by our own forces,” says Georg Hotar, CEO, Photon Energy.
“There is a level of bureaucracy everywhere, I could not say that it is different in Romania. It’s all about finding ways to overcome this problem,” another investor told us.
Claudia Greich, CEO of E.ON’s supply company E.ON Energie Romania, claims that investors are looking forward to the Casa Verde Program, which will probably bring 80,000 new prosumer installations to the network.
However, the network will be overwhelmed by the large number of installations that will follow.
“In the beginning, the network will cope with the first comers. Afterwards, however, we will see”, commented an investor, for Energynomics.
At the same time, investors have identified the main barriers to the development of projects in Romania. Among them are the insufficient digitalization of the cadastre, the fragmentation of land at the limit of 50 hectares, the insufficient preparation of distributors for solar projects, the lack of a clear cost of connecting to the grid, the pre- and post-construction bureaucracy, the lack of qualified personnel, including in within the distribution companies.
“We have a large storage project under construction. We will have to divide the project again into 3 SPVs in order to realize it, due to the 50-hectare limitation,” a company representative told us.
