The efficiency of buildings and public transport should be the priorities of any city hall

The energy efficiency of public buildings and the reduction of pollution from public transport should be the priorities of any municipality, said Eng. Camelia Rață, energy manager for localities, during the conference “Energy efficiency for the energy transition – Brașov”.

“For municipalities, buildings must be the zero priority, because they are the number 1 consumer. Transport is the second largest polluter. We are talking about the redesign of the systems, not just the 1-to-1 replacement,” said Rață.

At the same time, the energy transition in the local public administration cannot be done without a close collaboration between the administration and the Ministry of Energy. One of the crucial steps that municipalities must consider in allocating funds for the energy efficiency of buildings is the creation of complete databases. Such databases are currently missing and this makes the energy efficiency projects of public buildings difficult.

“In the local public administration, so much money is needed that the structural funds will never cover what is needed. But the administration needs to make databases to have a basis on which to apply for these funds. You have to go step by step. There are still problems with the registration documents, there are situations when not all the buildings were known, problems with the property documents”, added Rață.

The identification of areas of interest, the formation of databases, the development of IT tools, the definition of objectives, the prioritisation of actions, the identification of funds required, and the establishment of support tools, according to Rață, should be the logical order of the steps that town halls must take in order to increase the degree of energy efficiency.

Energy efficiency is the basis of all decisions. The collaboration with the Ministry of Energy should be to the benefit of both parties for a substantial contribution to the fulfillment of Romania’s targets committed through PNIESC for an accelerated energy transition in local public administration for 2030 and a realistic path towards climate neutrality 2050″, said Rață.

The conference in Brașov was the first of a series of 5 scheduled by the Energynomics communication platform, the Romanian Fund for Energy Efficiency – FREE and the Directorate for Energy Efficiency within the Ministry of Energy. The project is financed by Norway Grants 2014-2021.
